Ron, I'll let Alan address this himself and I'll stand corrected if I'm wrong, but I'm not sure I have ever seen him claim to put out more than legal limit over the air. He does own 1 or more amps that can produce very high power, but owning such gear isn't a violation. I've always had the impression (rightly or wrongly) that any time he is running power in excess of the limit, it is into a dummy load for testing purposes, and not over the air.
