We know Africans are no more or less intelligent than any other human group; I bet it's a fact! So, this appears to me to be a positive externality accruing to the African immigrants due to something. There must be something...perhaps a program, maybe a policy. How about something intangible like expectations or survival mode instincts that is driving this. ...More thoughts later if anyone wants to discuss further.
