We may be dealing with a reporting error  as Anthony Rau has absolutely no standing where the International Court of Justice (ICJ) is concerned. Indeed, the ICJ has no jurisdiction whatsoever to hear a case as herein described.

The ICJ's jurisdiction is limited to two types of cases:

(1)   disputes between states submitted to the Court by the states concerned, the so-called "contentious cases". 

(2)    offering advisory opinions on legal questions submitted by UN organs, including the specialised agencies, the so-called "advisory matters/proceedings".

There are celebrated cases under category (1) including Military and Paramilitary Activities in and against Nigaragua (Nicaragua v the United States of America), a case filed by Nicaragua against US intervention on the side of the Contras in the Nicaraguan civil war. The ICJ found for Nicaragua and against the US on a number of grounds but Nicaragua collected nothing as the the US blocked execution of the judgement and payment of compensation ordered by the ICJ via its veto in the Security Council. 

If indeed Anthony Rau went to the ICJ, he filed nothing and must return to the drawing board.

Yahya Jammeh remains entangled in the controversy surrounding the murder of 44 Ghanaians in The Gsambia a few years ago. A human rights activist has just dragged him to court alongside former Ghana president Kufuour and his foreign minister Nana Akuffo-Addo. "An International Human Rights Activist, Anthony Rau has filed a suit at the International Court of Justice against former President John Agyekum Kufuor, NPP flagbearer Nana Akuffo-Addo and Gambian President Yahya Jammeh.

Mr. Rau said former President Kufuor and Nana Akuffo-Addo were complicit in the murder of over 33 Ghanaians in Gambia in 2005.

Addressing a news conference in Accra on Monday, Mr. Rau said the erstwhile New Patriotic Party (NPP) administration led by President Kufuor and Nana Akufo- Addo as Foreign Affairs Minister did little to uncover the truth behind the murder of the Ghanaians.

According to the Human Rights Activist, the courts in Ghana are investigating the matter now. “The courts have also started their investigation telling me that they have also heard the same thing so now they are investigating Jammeh, Kufuor and Nana Addo. So please I am here today [Monday] to let Ghanaians know that if you are real and a good human rights activist you don’t have to be afraid to bring a sitting president to court.”

He further stated that he has dragged the three to court because they failed to fight the cause of the Ghanaians who were troubled in Gambia. “It is possible that anyone who is a president can be dragged to court.”
