Well Lieutenant, Crime or no crime, you will agree there is no statute of limitation on Illegitimacy. So that an ILLEGITIMATE government in 1994 or 1996 is an ILLEGITIMATE government in 2011 and 2020.

Secondly, if ILLEGITIMACY is not a crime, succeeding activity based on acknowledged ILLEGITIMACY can run the gamut of crimes. Sort of like DIctatorship by itself is not a crime. However the extremes that flow from Dictatorship run the gamut of assassinations, abductions, kidnap, illegal arrest, illegal imprisonment, rape, murder, and theft which are CRIMES.

This is where the confluence of Canon and Tort law becomes seamless Lieutenant.
