Mali is considering fundamental constitutional reforms initiated by President ATT. These debates explain the genesis and the reforms-proper. This first session looks at whether it is an opportune time or not to consider such fundamental constitutional reforms. Legality and Opportunity.

Some of the reforms considered are;

The creation of a Senate. Mali has territorial collective but that body is not a legislative body.
The Kouroukan Fouga Charter and how to synthesize it into the constitution
Single Malian nationality for Presidential candidates.
The fashion and mandate of the Constitutional Court.
etcetera.

This session's (The Proper Time or Not) Participants are;
Hon. Makan Moussa Cissoko - FOR

 Hon. Dr. Oumar Mariko of Socialist Opposition Party SADI - AGAINST (politically inopportune)
Hon. Mountaga Tall, Current member of the National Assembly and leader of opposition Party CNID-Faso Yiriwa-Ton: FOR (it should be mentioned that CNID-FYT is a majoritarian party - Pro ATT)
Professor Abdoulaye Diarra, Law Professor and former member of the Constitutional Court - LEGAL (political opportunity).
Hon. Amadou T Diarra, Historian and civil society partner - FOR
Mr. Modibo Diakite, Constitutional Expert - Argues the weaving of the Kouroukan Fouga Charter into the Mali Constitution.

Those arguing FOR have demonstrated that there are certain deficiencies in the current constitution that may risk maligning the prospective elections in 2012. They have also established that ATT will not benefit directly from the constitutional reform he proposes and at the end of his 2nd term as president, this is the most opportune time for him to engage in this fundamental effort. Had he done it during his first term, he risks being accused of spectacular conflicts of interest.
