Born on January 8, 1939 at Bafoulabé, in the Western part of Mali, Alioune Bondin BEYE follows a career as teacher and then barrister.

Expert in Internationel Right, he is successively Minister of Youth and Sports (1977-1978), Minister of Foreign Affaires and


International Cooperation (1978-1986), General Secretary of African Bank of Development and member of the African Commission of Peoples and Human Righ


Appointed as Special Representative of United Nations General Secretary in Angola on June 1993, he succeed with his qualities of mediation and diplomaty , his high personnality and his entire involvement to gather around the negociation table the protagonists of the Angolan civil war. The Luanda government and the representatives of the UNITA rebel movement signed under his action20the Lusaka agreement on November 1994.

He disappeared tragicaly on June 25, 1998 during an air-crash off Ivory Coast as he was missioned by Unit ed Nations.


He is decorated with the following orders :
 Knight of the National Order of Mali,
 Commander of the National Order of Niger,
 Order of Yougoslav Flag with ribbon,
 Officer of Egyptian Arab Republic,
 Granda Gra-cruz da ordam do infanta Dom Henrique (Portugal).

... de ZAMBAKRO en Côte d’Ivoire à BAMAKO au Mali ...


At the end of the 80s, the international community becomes involved with numerous peacekeeping operations everywhere in the world. A lot of t he troops contributing nations are from Africa.
Their own involvement to the service of peace will take a brand new dimension in 1990 during the ECOMOG deployment in Liberia. Despite the numerous successes of this mission, the necessity to better train the African officers to peace support operations techniques appeared crucial.

1. The EMP in ZAMBAKRO

One of the answers was the creation of the peace keeping school in Ivory Coast in 1999. The school of Zambakro was born of a partnership between Ivory-Coast and France.

Three years after its creation, the EMP had trained 600 officers coming from 40 African countries. However, because of the crisis in Ivory-Coast in September 2002 the EMP was moved from Zambakro to Mali in June 2003.

2. The EMP in KOULIKORO

The deter
mination of France to strengthen the African peacekeeping capacities and the willingness of the civilian and military Malian authorities allowed the settlement of the EMP in Mali.

At first the EMP settlement took place within the « Boubacar Sada Sy » Training Centre in Koulikoro (CIK), 60 km to the North-East of Bamako. Since the summer 2003, the EMP fulfils its mission as part of the « Training and Instruction » portion of the French concept of Reinforcement oh the African peacekeeping capacities (RECAMP). On December 2006,203 years after its first transfer, the EMP has trained more than 1000 African officers during more than 40 courses, Company level Training in French, Battalion CP Bilingual training, Brigade CP bilingual training, DDR training of the trainers, Milobs Training, CIMIC training and RECAMP training.

However the accommodation capacities of the EMP remain very limited (16 rooms) in comparison with the important training need. In addition, the financial difficulties due to the remoteness from Bamako, the high tempo of courses and the limited capacities for an international school with high degree of development and ambitions, campaigned in favour of the settlement of the EMP at Bamako.

3. The EMP in BAMAKO

The limited perspectives of development in Koulikoro, the will to offer a complementary structure to the KAIPTC of ACCRA and the intent of creating an operational readiness centre led to the construction of the new school.

This plan benefited of the support mainly of the Mali
an civilian and military authorities. This Malian support has been took the form of a donation of 3.5 acres ground in the heart of Bamako in the new and developing business area « ACI 2000 ».
