Always "wet", the bottle horizontal or tilted with the neck slightly down, but that does not guarantee that the exposed portion of the cork will not dry out and weaken the bond.
Most oenophiliacs will agree that recorking is necessary, even for good ones, every 20-25 years. The purpose of wine is to be drunk and enjoyed, preferably shared by friends, not to be displayed in some tawdry museum show. Egads!
