Billions of dollars are spent on restoration work every year. Those who specify the work and perform it have some obligation to know what the current best practices are, and this type of program is a small investment in competence. Many states require that architects and engineers pursue some amount of continuing education each year, much like doctors who have to keep learning so that they avoid killing patients that could survive with the benefit of new knowledge. A lot of people also care about getting it right...priceless.
