Ed,

I am not familiar with SBC Global's email, but first you have to
understand that the Draft folder is holding copies of an emails that you
were working on or didn't want to send at this time.

To send it, first you must open the Draft folder and access the email and
then copy it to where you compose an email. Then you are in business and
you can send it from there.
