I lived across the street for 6 years and the sandstone always looks wet. My guess is they treated it during restoration work which included roofing and some façade masonry work including bird proofing done, as I recall, about 8-10 years ago. My old apartment was on the 8th floor above the former Balducci's market. We faced the clock tower and the carved gable end which included the seal of New York including virtually life-size figures.
