I lived across the street for 6 years and
the sandstone always looks wet. My guess is they treated it during restoration
work which included roofing and some façade masonry work including bird
proofing done, as I recall, about 8-10 years ago. My old apartment was on the 8th
floor above the former Balducci's market. We faced the clock tower and the
