Hello mprnair, The Visual Basic Runtime library (files) are required for programs written in Visual Basic. Most of those programs list it as a requirement to run the program if it's needed. Sometimes they won't and, typically, the way you find out is that you run the program and an error message appears, 'A required .DLL file was not found', 'Runtime error' (caution, this error has lots of different causes) or 'Error: the file msvbvm60.dll could not be found'. Whether you need it or not right now, I recommend you install it. It doesn't hurt to have it and you'll be ahead in the game if you need it later. Some programs that require it have provisions to download it on their Web site.
