Your post captures very well my sentiments about this issue of debt relief for Africa.  When Joe first posted the articles, I felt like responding immediately but restrained myself since I hadn't read the entire articles.
 
Your point about good governance is an important one in this instance.  Having our debts forgiven in Africa will not necessarily solve all of our systemic problems.  Accountability in government is greatly needed in order for the potential benefits of the debt relief to be fully realized.  Thus, I hope that our benefactors (i.e., the G8) will put in place mechanisms to ensure that the program will not be abused.
 
For starters, I think they should reform their banking practices, especially those of the Swiss banks, to forestall the siphoning of Africa's wealth by our so-called leaders to private foreign accounts.  That will be a great step in the right direction.
 
Many more need to be done, but, if the foregoing is accomplished, we will be on our way to making major progress.

It's a good "something." What, I do not know, but
it's a good start and not all bad.

First, it is more like forgiving the credit card debts
of someone who has no income. Africa better start
generating some income - simply making money and
building wealth. That's another symposium topic which
has already been flogged to death.

Second, we need good governance !!! With all the
attendant ills of bad governance - corruption,
nepotism and sheer incompetence, all will come to
naught.

We will soon go back on the credit card again.
