Someone asked what it is.

It is a way to get a digital signal on the same channel with the
conventional AM or FM signal.

The letters stand for "In Band On Channel."

The receivers right now are mostly prototypes, but that will change probably
later this year.

The International Association of Audio Information Services (that's the
organization of Radio Reading Services) is in ongoing dialog with a few
manufacturers encouraging them to build fully accessible digital receivers.
Otherwise, as with cell phones, we'll spend the next generation playing
catch up.
