I don't know about that one, but there is something called
"Tomsboot which is a minimal linux that can be fitted onto a
single floppy in compressed format.

There are versions with speakup, the popular linux screen reader
available for many popular speech synthesizers.

It boots from the floppy and creates ram disks from which it
runs.

good for basic telnetting etc.

google "tomsboot
and you should find it.
