Ryan,
     FDISK is built into system disks and is probably what you want, not
"FDISC".  You can use an ordinary Win98 bootdisk and startup your PC with
the disk and the FDISK command will work.  Another way to manage your
partitions using the GUI is using the "diskmgmt.msc" run command.  If you
want a web site that gives use downloads to boot disk, go to
www.bootdisk.com.  I hope this halps and clarifies any misspelled commands
you might be coming accross
