Habib, This is quite an interesting policy. It reminds me of the immigration policies in some European countries targeting mostly black immigrants. From what I have heard, part of the objectives is to make sure people do not overstay albeit the unnecessary paranoia of terrorist attack. However, what this means is that INS field officers will now be knocking at doors of those hosting holders of visitors visas in the event they overstay, therefore one should make sure that his/her address is used appropriately. In conclusion, I agree that it should be applicable to everyone regardless of color.
