I can't imagine Microsoft banning access to *.doc files...(in OutlookXP)
(It would not be in their best interests...)

I'll bet Outlook is set up with too much security, or the installation
has become defective.  I would keep looking for the proper answer...

Take a look at this utility.
http://www.slovaktech.com/attachmentoptions.htm .  Microsoft did a patch to
Outlook a while back that made it impossible to open or save certain
document types and there no way to change that in Outlook.  That may be what
you are running into.
