This is a Zone Alarm temporary file. If you close Zone Alarm, you will be able to delete the file. However, it will probably be re-created when you turn Zone Alarm back on.

Hello:  I am running Windows 98ME.  I have a temp file in C:\windows\temp
folder that I cannot delete.  It is an archived file and the date always
changes to the current date, so something appears to be using it.  I have
unloaded all devices with the System Configuration Utility and still cannot
delete it.  I have booted to Dos and it does not exist.  When I reboot into
windows it appears again. The file is:ZLTo3bda.TMP.   Can anyone please
advise?  Thank you<<
