Raw, unheated is available in Canada.  Its less common than the pasteurized
version however.

The concern with raw honey is that it may still contain the naturally
occurring spores of clostridium botulinum.  The spores are found in the
ground and are harmless to everybody but infants (spores only become a
problem in an oxygen-free environment, at room temperatures, in a food with
a pH over 4.5 with adequate moisture availability; under these conditions
they can produce the deadly botulinum toxin).

However, botulinum toxin won't be produced in raw honey because of low water
activity (the natural sugar "binds" the moisture, making it unavailable to
the spores and vegetative cells).

Back to infants.  They may lack adequate stomach acids to neutralize the
botulinum spore.  Hence, the spore may germinate into the vegetative state
in the somewhat oxygen-reduced environment and produce the botulism toxin;
one of the most toxic substances known.
