Jon, I found the solution after I sent this message. Look at Microsoft Knowledge Base article 216583 at http://support.microsoft.com/default.aspx?scid=kb;en-us;216583 . It explains this problem. The first part didn't apply. The file was in the correct place. So I tried the second solution. Locate the following key: hkey_current_user/software/policies/microsoft/internet explorer/restrictions If a value called NoBrowserOptions exists, delete this value and restart the machine. It did on mine. After deleting and re-booting, all is well again.
