Jon, I found the solution after I sent this message. Look at Microsoft
Knowledge Base article 216583 at
http://support.microsoft.com/default.aspx?scid=kb;en-us;216583  . It
explains this problem. The first part didn't apply. The file was in the
correct place. So I tried the second solution.

Locate the following key:
hkey_current_user/software/policies/microsoft/internet explorer/restrictions

If a value called NoBrowserOptions exists, delete this value and restart the
machine.

It did on mine. After deleting and re-booting, all is well again.

I would also be very interested in this. I didn't notice my problem until I
went to IE, Tools, Internet Options. It tells me "This operation has been
cancelleddue to restrictions in effect on this comeputer. Please contact
your system administrator." As far as I know, I am the only user defined on
this machine.

I am running W98 SE, IE 6.0.2800.1106.

My computer has stopped me from changing settings saying that they are
disabled by the administrator.
Is there any way to disable this? How exactly does one become the
administrator of a win98 machine?
