I think Harold might have "hit on" part of the confusion...
A printed circuit board NOT part of the Mother Board...

The case I have has plain USB sockets on the front
that meet the physical specs for USB (I checked), and
ONLY have wires that run to a plain plug that goes on the
header pins of my mother board.

In my case, the "Case" is universal, and the Mother Board
limitations control if USB 2 is supported.
