Many of these people have been re-instated to Waiver eligibility after a re-examination or appeal process. They then go back on the waiting list, since the spot that they had in the waiver system was taken by someone else. But, by doing this, the average time on the waiting list is reduced. Seems like circular logic to me, since the money spent on appeals and fair hearings could more legitimately be spent on providing waiver services to people that need them.
