In the National Federation of the Blind aids and appliances catalog there's
an item called a "Luggage Locator".

They aren't bulky and they shouldn't use up a month's salary (but I'm not
sure how much you make!).

I am not in a position currently to look it up, but I've seen one, played
with it and tried out its range, noise level, etc.  It doesn't have
changeable frequencies, though!
