It will only become a programme with mass participation when there are measures in place to support it." ======================================================================= I could not agree more with the 'Observer' position on this issue especially when one finds in the 2003 budget little in the form of tax relief or other forms of incentives to regenerate the economy in general and the agriculture sector in particular. On the whole, I find the 2003 Budget very heavy on punitive taxes and woefully short on incentives to kick-start a faltering economy which, in my humble opinion, may result in further erosion of investor confidence. With time, I will comment on some aspects of the budget.
