The only thing with enough voltage to get shocks (that you
can feel) is either the monitor or the 115vac (in the US)
power from the wall.  I'm assuming it is not the monitor.
Check your power plug and your wall box to make sure
they are properly wired and GROUNDED!!!!!!!!!!!

You might be missing a ground to the chassis and a
hot wire might be pinched and making contact with the
chassis.  This is a potentially dangerous situation so
get it fixed rght away!!!!!!!!!!!
