The word "starch" has slightly different meanings depending on the
context. A chef means one thing, a dietitian speaking carefully in a
scientific context something different, and a diet advice writer,
writing for a magazine article aimed at the layperson, something
different again.

In terms of the layman, a starch is any carbo that doesn't taste
sweet, it has to be broken down in stages to sugars to be used in the
body. Sweet potatos and carrots for example have a mix of sugars and
starches, white potatos more starch. Generally the more starch, the
slower the digestion, because more stages are needed. That varies a
lot for different starches, some are completally undigestible. Some
"high fiber" breads have undigestible wood pulp added as filler.
