Sea vegetables are very primitive foods. They are not high in starch or carbs. I also note that you do not list sea vegetables in a category of acceptable foods, although there are many varieties: arame, hijiki, alaria, kelp, kombu, wadame, wild nori, dulse, caragheen, irish moss, and others. They are edible raw and without techology. Many primitive peoples have consumed sea vegetables. I also noticed that salt was not on your list of foods to avoid.
