There is a tab "Floppy Disk" which allows you to enable Windows to 'Search for new floppy disk drives each time your computer starts'. If there is a check in the box next to this item, click on it to uncheck it. Shut down the computer, restart it, and then determine whether it still exhibits the behavior you described above. I know this shouldn't have anything to do with Windows continually seeking the floppy while it is operating, however; with all the hard- and soft-ware permutations out there, this could be an "unpredictable side-effect".
