I think you missed Mr. Ous Ngum's point. The man did praise Chongan for coming up and expressed deep sorrow but again reminded him that what Chongan went through is just a carbon copy of his own rules and games in a previous administration.
It is wrong to treat any inmate this way even if he is guilty of what he is acused for.
You are right for saying that "Mr. Chongan should be commended for giving us a vivid accout of what happenned at Mile II prison" and so should any body with something the public ought to know, but it is also not wrong to remind him of his days as the boss too.
