I think you are confusing three different kinds of software.
1. Personal Web Server software lets your computer "pretend"
     to be a server on the internet.
2. Web Publishing Wizard software helps you transfer the html
     files from your PC to your ISPs web server.
3. Web Page (or web site) editing software lets you create an
     html file (web page).

If you are looking for #3, then I suggest you try Microsoft's
Front Page Express.  It is simple to use, has a graphical
WYSIWYG interface, and is FREE.  You can download
it from the MS web site.
