                   Bush's Promises

Knight Ridder Newspapers combed through the president-elect's speeches and
position papers to compile a list of his promises.  Here's the section
related to disability.

-Triple the federal Rehabilitation Engineering Research Centers' budget for
technologies that assist disabled people.
-Create a new fund to help bring those technologies to market.
-Provide $20 million to states to help people with disabilities work from
home.
-Provide $45 million for pilot transportation programs.
-Provide $25 million to help small businesses comply with the Americans
with Disabilities Act.
-Establish a $100 million matching grant program for community-based
transportation alternatives.
-Issue an executive order implementing the Supreme Court's Olmstead ruling,
which requires moving disabled people from institutions to community-based
facilities when possible.
-Increase funding for low-interest loan programs to help people with
disabilities purchase assisting technology.
-Increase funding for special education to meet the federal obligation
under the Individuals with Disabilities Education Act.
-Create a national commission to recommend reforms of the mental health
service delivery system.
-Make it easier for disabled people to vote.
-Provide $10 million in matching funds annually to increase access for
people with disabilities to organizations exempt from Title III of the
Americans with Disabilities Act, such as churches, mosques, synagogues and
civic organizations.
-Revise Department of Housing and Urban Development's section 8 rent
subsidies to disabled people to permit them to use as much as a year's
worth of vouchers to finance down payments on homes.
