I am not sure how IPC works, but it is the service that allows other computers to access your machine over the network. When I shared my folders on my NT machine for my students to access, I found that they still could not get to them till I enabled sharing of IPC. This is normally set when you configure your computer to "allow others to connect" to your computer - this can be found in the NT user manager policy section. Under Windows 2000, the setting defaults to share IPC. I don't know much more than that, but you probably don't need to allow IPC to access the Internet.
