Line quality can definitely change with time. Your ISP may have also changed out
modem brands or models which may affect your speed. Some modems get better
connection speeds when connecting to certain brands/models. There are so many
avriables.

The fact that the ISP may be busier will not affect the modem to modem
connection speed, although it may affect your actual available bandwidth to the
internet.
