Hi -

If your child is allergic to cow's milk, there's no reason to think that
goat's milk will be safe for him.  If he won't drink soy milk any more,
though, you still have several options.

The nutritional compononents of milk that he needs are protein, calcium
and fat.  (The others are probably already in his diet anyway, and are
pretty much trace in milk.)

Calcium can be gotten from many foods, including calcium-enriched juices,
nuts, dark green vegetables, etc.  Fat is all over the place.  Protein is
in eggs, nuts, and meat (to name a few).

Our son, who can't drink milk or soy milk and recently went off enriched
rice milk, drinks enriched OJ cut with water, and then takes a calcium
supplement at suppertime.  (He likes GNC's chewables.)
