Steve,

The Windows 9x policy editor can set up all the conditions you asked about.
It is on the Windows CD under the ADMIN (or is it TOOLS?) folder.  In either
case, you can search the CD for POLEDIT.

Once you locate it, just copy it and the help file into the C:\WINDOWS
folder.  I suggest your friend thoroughly read and understand the contents
of the help file before attempting to use the program.
