Kevin,

A border is nothing more than an image that was created
(or stretched) to fit around the edges of a sheet of paper
and (typically) is hollow/blank in the middle.

Go to INSERT -- PICTURE -  FROM FILE (or from CLIPART).
and insert the image.  Now stretch the image to fit.
Finally, RIGHT click the picture and select ORDER and pick
SEND TO BACK.

You now have a border that will "live" in back of the text.
