There are instructions for editing the registry to revert to cascading
menus at:

You can also use X-Setup, a Windows tweaking tool often recommended on this
list, most recently by Rick Glazier on 03/15/2000.

Using X-Setup go to Appearance > Start menu > Options > Display options >>
Show Start Programs using multiple columns.
Possibly some other "tweaking tools" also offer this function.
