Here's a couple of things to help narrow it
down.
1.) Does the fan operate as designed while
using the laptop ?

2.)Or does the fan only come on with the
power off ?

If you answer yes to the first one, it may be
a simple calibration error with the temp. monitor
circuit.

If you answer yes to the second, I would suspect
a bad connection.

If the fan is always on then you may have a shorted
thermistor.

In any case, if you haven't bought it yet, send it back.
