OK More info on the way.
It is a new install from a CD Rom.
Hard drive is a 1 gig WD and it too is new.
Only previous install has been a few failed attempts.

Out of desparation tonight, I tried to install Win 95 (the original)
from 3.5 inch disks. I ran into the same roadblock:
"Cannot find setux.dll"

More information would be a big help.
1. Are you trying to install over an existing Win95?
2. Is this an upgrade from win3?
3. Is this an empty hard drive? New hard drive?
4. Are you installing from CD?
etc. etc. etc.......

Do NOT send the answers to me. Just repost to the list with
more detail. We can't look over your shoulder... you have to
be our eyes and ears.
