I have accomplished this several times now.  Yes, it does work.  You do
have to delete or rename the existing WIN.COM file immediately before
running the SETUP.EXE program on the CD-ROM.  You should also go into
CMOS setup on the reboot before you plan to run SETUP and disable any
anti-virus monitoring that your BIOS provides.  You'll also want to
rename the default directory that you're given during the installation
process from WINDOWS.000 to WINDOWS (or wherever your Windows directory
actually is).  Once the installation is complete, you may or may not have
to perform one last step: if you have PCI controller cards or the display
won't set up correctly or your PCI Bridge (and therefore your PCI cards)
isn't working (as reported by Control Panel -> Setup, or if the PCI
Bridge doesn't show up at all) or for any other really funky symptoms
after the installation... Open up the case and simply move around any PCI
cards into different slots then reboot.  This seems to get Win95 to
realize that it needs to double-check your hardware and install drivers
for any "new" devices it sees.

If you install OSR2 over the top of an existing installation this way, it
will still be using FAT16.  You would need to do something like get a
copy of Partition Magic, complete the installation then put a second HD
in the system and format it with the new FDISK to FAT32 then use the
"XCOPY c:\ d: /r/i/c/h/k/e/y" method to copy everything to the new drive,
or something like that.

least bit uncomfortable with being a Beta tester....
