MINNESOTA CONSORTIUM FOR CITIZENS WITH DISABILITIES

The minutes from the last meeting 3/17/00 are below.  Please call CCD

PRESENT:  Lynda Adams;  Jeff Bangsberg;  Sue Abderholden;  Jeff Bangsberg;
Tim Benjamin;  Tom Brick;  Bob Brick;  Bill Blom;  Jim Grimmer;  Anne Henry;
Gene Martinez;  Bruce Nelson;  Rob Olson;  Darrell Paulsen;  David Shea;

SUMMARY:
1.  STATUS OF STATES RIGHTS CASES UNDER TITLE II OF THE ADA:  All are
encouraged to attend a meeting to develop Olmstead plan next Friday, 3/24/00
at LSS, 2414 Park Avenue South, Mlps, registration at 9:30, meeting from
10AM-12.  Call Lisa at 612-334-5785 x258 for more information.

2.  TRANSPORTATION COMMITTEE:  The study bill on different options for
paratransit service and futures planning passed through the House (HF 3962,
SF 3695).  The author Dave Johnson and Sen. Dean Johnson agree with the
House language and are supportive.  The question is how receptive the
Governors office will be.  This bill is almost a done deal.  Updates as they
come.

3.  WORKFORCE CRISIS COMMITTEE:  In the House this is currently at 5% above
the 3% projected in July only for PCA Home Health Agencies and private duty
nursing.  In the Senate it is at 3% above the 3% projected in July and
includes everyone, waivered programs, DT&H programs, nursing facilities.  It
is a $27 million expenditure.  This bill will be put on the Health & Human
Services (HHS) Omnibus bill and will merge with Economic Development, Crime
and Environmental Development.  The Governor has already stated no
additional funding this session.  The COLA needs to be implicated now, all
are urged to write to Governor Ventura at: 130 State Capitol, 75
Constitution Avenue, St. Paul, MN  55155.     Personal letters are better
than Email and will be counted.

A RALLY is scheduled for Wed. 3/22/00 in the Capitol Rotunda from
12-12:45PM.  An amendment is being made on Monday, 3/20/00 to provide
increased funds to the HHS Committee.  IT IS IMPORTANT REPRESENTATIVES FROM
THE DISABILED COMMUNITY SHOW UP TO SUPPORT:  1-the amendment  2- 3 crisis
issues, A.  Cost of Living Adjustment  B. MA Income Standard  C.
Prescription Drugs.  3- We must let the Senate, House and the Governor hear
our voices and realize the urgency of these issues.  Media is expected.

4.  MA INCOME STANDARD- COLA:  SF2726, Berglin, Senate funds this the House
does not.  It is important to thank Samuelson for including this.  This
allows individuals to keep their Social Security COLA and is a one time
deal.  Next January individuals would get 2.2% more or $12 more.

5.  DHS HEALTH CARE BILL:  SF 2921 (Berglin),  MFIP diversionary assistance
program eligibility.  This is on the floor in the House and Senate and
includes language to limit the wk incentives to persons with disabilities
employed under the age of 65.

6.  DHS CONTINUING CARE BILL:  SF 2841 (Kiscaden), HF 3409 (Bradley), SF is
Medical Assistance continuing care services for persons with disability
provisions modification.  There is an effort to amend (In the SF) DT&H and
get the House to accept it.  This will allow legal guardians to be a PCA
through the Hardship Waiver programs.  This was not included in the House.

7.  PUBLIC SCHOOL STUDENT CONDUCT POLICY:  HF 2653 (Smith), this is now
dead.

8.  JUVENILE OFFENDERS DATA SHARING:  SF 2891, (Kelly, R.C.) Amended to
delete petty offenses and passed in the Senate.

9.  EXPELLED STUDENTS PROHIBITED FROM PARTICIPATING IN ENROLLMENT OPTIONS
PROGRAM:  SF 3104(Murphy), HF 3237 (Demsey), this was included in the Senate
Omnibus Bill not the House.

10.  MFIP RECIPIENT SANCTIONS AND PROGRAM ELIGIBILITY REQUIREMENTS MODIFIED.
HF 3128 (Goodno) Parents of children with certain disabilities will be
exempt.

11.  MCHA BILL:  HF 3824 (Bradley), Changes in benefit requirements and
premiums is not moving.

12.  REDUCES OR ELIMINATES SOME STATE REGULATION OF HEALTH PLANS:  SF1613,
HF 1757 (Wiener, Haas), has basically been withdrawn.

13.  STUDENT DISCIPLINE REASONABLE FORCE BY TEACHERS AND OTHER DISTRICT
EMPLOYEES AUTHORIZED.  HF 3674, SF 3737 (Sviggum, Neuville) has been
included in the House and Senate.

14.  OMNIBUS HEALTH & HUMAN SERVICE BILL:  HF 2699, SF 3798 (Goodno,
Samuelson), Regarding the TANF reserve, the House took money and shifted it
out other places than to families, the Senate took money and sent it to
uncompensated care for hospitals and this will have an effect on the budget.
Abortion was included in the House Bill.  Asset Limits in the House may go
up but are not included in the Senate.  The Dept. of Economic Security put
in language last year regarding unemployment compensation and individuals
receiving Social Security.  This year the Senate is correcting that language
because individuals who have been laid off are being denied unemployment
compensation.

15.  TAX OMNIBUS BILL:  Has not been put together as of yet.

16.  BENEFITS TO JADE FOUNDATION:  1st Annual benefit will be on May 19th at
8PM and tickets will go on sale 4/1/00 to hopefully raise over $100,000.

17.  REMINDER THE NEXT MEETING 3/24/00 WILL BE AT 12pm AT LSS.  See you all
there!!
