Actually both parties are in some ways culpible here. It is certainly one
thing to say that the web master is not responsible. However the company
isn't. When the contract is signed to purchase some services, such as web
services, it should specify that the survey must follow either Section 508
or the w3 guidelines. This would assure compliance as compliance is
contingent upon monitary incentives.

Since Peter has posted this private exchange to this list, and Kelly has
responded about it, let me make one thing clear, as I have made it clear
privately already.
If anyone is really interested in making the AlterNet survey accessible, I
would suggest contacting Zoomerang about it since they are the survey's
host, rather than AlterNet, itself.
I believe Zoomerang is for-profit, so it could be worth it, especially
since, if you explore their site, it appears that they host many surveys.
I have seen Zoomerang surveys elsewhere, and they have looked like
AlterNet's does. It isn't great, but it can be completed.
This is an issue of consumers jumping to conclusions, I'm afraid. A quick
look at the source code--even the title bar of the survey--shows that
Zoomerang is the host. I think it's Zoomerang's software that produces the
results, and I doubt seriously that AlterNet has control over that. A
techier guru than I am could confirm this.
I think it's like shooting the messenger to complain to AlterNet; it's not
the fault of the Webmaster there. Rather, it's the survey hosting company.
