Control plus l works for me in both Google Chrome and Microsoft Edge while
control plus o works with Explorer. While we're at it, my techie, who is
sighted, set up an extention in Google Chrome to get RSS feeds but isn't
sure how I'll get there myself so how does one get to any possible feeds on
a page with both Google Chrome and Microsoft Edge, so easy in Ecplorer.

It's not a Windows command. For some browsers it's control+l and for at
least one other, it's control+o. As someone else pointed out, F6 and
Shift+F6 will cycle through different objects in the browser, including 
Shift+the
address bar. This is what I always use, and I had to go check to see if
Edgue used control+l or not.
