A couple of things I would check on here:

(1)  Newegg's policy relative to returns on refurbished items they sell.
Remember "refurbished" could mean anything from a pc being returned by a 
customer simply because they returned it to machines with serious problems 
that may or may not have been properly dealt with.
Newegg probably is selling these pcs for another party from their 
warehouse.

(2)  is the ram expandable?
