Something to try.
I'm using Outlook home edition.
How to unblock an email.
 
First, press shift plus tab.
This takes me to the Navigation Pane.
The Inbox folder is the first one at the top.
Arrow down to Junk email.
Enter on junk email.
Locate the email in question.
Press the context key.
Arrow down to Junk.
Arrow right to never block sender.
Enter on never block sender.

This works for me.
