This is being widely cross posted in order to gain the best,circulation
possible.  the lists to which it is being sent are:,blind-l, vicug-l,
access-l, guispeak, jfw users group list, webwatch,list and basr-l.,In
addition, I have sent a copy of this circulation to its originator,so
that circulation may be tracked.  Please forward this to lists that,you
see absent from those above or that it does not appear on or
to,interested parties for whom it might be relevant.,This is an
opportunity to provide input into what is practically the,single most
important issue in our internet experience.  Now is the,time to review
this document and make your voices heard as directed,below or on the
lists as appropriate.  We will be gathering comments,till the 13th of
this month, I know the time is short and processing,them afterwards.
Feel free to ask any questions and we will answer,them as best we can.
