Hi Sherry,
The issue you are having is related to the site. If you select the contact link you are taken to another page with e-mail addresses so you can decide where you want to select the type of information you are interested in. It's a very poor implementation. The site developer should have provided more context information on the page so you would know that there are different categories of the types of information you are looking for.
I always assume that even if a link is labeled "contact us" that there may not be a form to fill out. The content developers assume that anyone can immediately figure out how to interact with a web page. They don't know how screenreaders work or how a blind person uses assistive technology. It's sad that we encounter pages like this but that's the world we live in.
