Keith,
You might contact View Pluss Technologies about their line of
tiger embossers.
http://www.viewplus.com

since these machines can do graphics with varying dot heights and
at a resolution of 20 to the inch, they might be able to do a
cluster of dots for each "jumbo" dot.
