I read a science fiction story in which an inventor sells the rights to his
silence machine for a modest sum.

Once the devices  become available, they are misused by criminals who can
cancel out alarms and cries for help.  Others take their portable units to
the symphony to ruin performances.  In a short while, the government outlaws
the manufacture and use of what was first thought to be a wonderful device.
