I cannot speak to Hotmail.
Gmail is semi accessible using the native app particularly if you make
sure to use HTML view instead of 'normal" view. You can read and respond
to email, though in my view the interface is clunky. Some features are not
accessible such as the spell checker.
I still say though that a better way to access Gmail is through a
dedicated email client such as Outlook. You can set Gmail to use IMAP and
sink it to your Outlook. This really works well for both the email and
calendar. I find this a lot more satisfying than trying to use Google
directly.

for people who use screenreaders (I use JAWS 14).
To what extent is this still true?
2. For those who use Authorxpress to post blogs: has anyone been
successful in accepting comments to be posted to a particular blog post
using JAWS? If so, how?
